Our inaugural project has been a pilot program in New York, where state regulators are in the process of implementing legalization legislation. The main pillars of that program are:

• Outreach (identify and contact legacy operators)

• Needs Assessment (identify barriers to entry)

• Policy Development (remove regulatory barriers)

• Public Education (build public awareness)

• Forming UNLOC: legacy operators association

• Media training, coordination, interview support

• Training workshops and application assistance

• Individual & group mentoring, networking events

• Legacy + legal business intros & relationships
